I work for a company with over 100k employees (and a pretty paranoid IT group), if we had to submit an 'oh my IP changed' ticket every time, our remote and field folks would get nothing done. The way I see it is that it is akin to white listing MAC address or hiding you SSID on your wifi. Let me give you this example; how popular would your website be if you only permitted white listed IPs to access it? I agree that it isn't necessarily a good choice for every single use-case scenario but depending on the size of his company it may be a good option. If he was a developer on a site and the backend is only accessed by 10 or so people it would be much easier to whitelist the 10-30 IPs these people use and disallow all -- especially if it could be done by the user themselves.
